The need for seamless communication for emergency response operations cannot be overstated. The difference between an effective response and a disjointed one can often hinge on how effectively different agencies communicate.

SAFECOM, a program under the U.S. Department of Homeland Security, conducted a nationwide survey on the topic of interoperability and operating procedures for public agencies.
